I hope someone with more experience with hybrid teas can comment. It is hard to imagine with how hot and dry it has been but it almost looks like it is getting too much water. How is the soil around it?

I hadn't heard of cane borers before.  From the pictures it looks like you're exactly right.   I guess that they prefer Firefighter.   Thanks very much for the great insight.   I raised hostas for 40 years and they weren't bothered by insects like borers.  Roses are my new challenge.

They dropped to the soil and pupa so they are probably just around the firefighter roses if they are adjacent to 1 another.
