can you sand the laminate (no) or the wood (yes) ?

Im looking to make my counter top look better. I plan to use a countertop painting kit with a epoxy/resin coating on top, i just dont want the lip from the blue laminate

when you apply the resin overlay, why don't you just feather it down so that it covers the lip? either that, or remove the current wood edging and put up a diff wood edging.

this way you could bring it up a little further and hide that edge of the laminate.

You might need to do this since whatever you put over top is going to be higher than what's there, which will give you more of a lip.

BTW, these are a concrete overlay over laminate if you wanted to try this. Lots of DIYS on how to do this w/Ardex concrete. Here's one:
