Where is the root flare on the tree?

Yes, it looks as if it is planted too deeply.

Brendan, get in there with your fingers and start removing soil until you come to the area where the trunk starts enlarging and turning into roots.

Take a photo of that area once it is exposed- that will tell us a lot.

I dug and exposed the root flare. The closest thing to the problem I’m seeing is peach tree borer. I think I exposes the root flare enough. The bottom and flare of the tree is straight even though the trunk starts to curve.
