Curious about the cabinet/shelf above the washer/dryer

Is the cabinet above the washer/dryer a way to hide the hook-ups? If so, I'd love to know more about how it was designed and how is works to allow maintenance, etc. I would love to hide the hood-ups in my laundry room and this looks like a potential solution!
