Lights: what does maximum hanging height mean?

What does overall maximum height mean for light fixtures? I'm looking at one that shows 79.38". Does that mean the highest you can hang it is 79, that it will hang at 79, or is it the overall length of the entire fixture with chain and everything? Why am I so confused!? Thanks!
