Please help! Rose disease!

I planted this Dee-LIsh bare root in spring along with others. Upon delivery, this is the only one which had a weird little white root looking thing and so I had contacted the company I bought it from and they explained adventitious roots to me. Maybe it was indeed an adventitious root and it was just a coincidence what happened next... So I went ahead and planted it but now toward summer's end, this morning I saw this. I've never had any roses manifest this. What should I do? Cut the branches off? Dig the whole thing out with a bunch of soil that has touched it and make sure it is thrown away? Can I plant a different rose or do I have to wait years? Sorry for so many questions but I'm in a bit of a panic over this and need to hear from others
