That is the central circuit board for an old school audio/video surveillance system used by law enforcement and federal agencies before digital came along. It may or may no longer be monitored or the obsolete system could have been acquired at a surplus auction and installed in the house without resident's knowledge. Unlike Ring that only covers a specific area,it has the entire premises covered from bedrooms to kitchen and garage. If I were you I'd follow each wire to individual monitors to make sure I found them all. Have you noticed anyone that seems to know more about what gos on at your house than they should?

I can’t say for sure, to me it doesn’t look as sinister a thing as klem1 is suggesting.

My guess is that it’s nothing more than a patch field for an old 60's or 70's intercom, stereo sound distribution system.

There seems to be a right and left channel as well as both AM & FM. Surveillance would be using coaxial cables, not unshielded 14-gauge speaker wire taped together and ‘landline telephone twisted pairs’.
