You can use the same amount of habaneros in place of jalapenos, or use any other pepper, but the amount must stay the same.

The recipe I've used has vinegar and sugar as a brine, and so that recipe could easily be halved. Some recipes do not lend themselves well to reduction, like jams and jellies, which could fail to set. I do not see a problem with the Cowboy Candy, though.
