aloe vera plant

Hello - I am noticing my aloe growing high without leaves in the bottom… as it was in the past. Would it be possible to cut it down few inches off the soil without killing it? Will it grow again? Also I am noticing that the leaves have narrowed, they were wider before.

You can reroot but should cut off more of the woody stem and some bottom leaves as roots will grow better from the part of the stem thats green. Its thin green splayed leaves indicate its not getting enough light.

its etoliated because its in the middle of a room and receives no useful light ...

or you moved it for the picture...

I was thinking and hoping to cut 2 inches off the ground and new leaves will grow from the piece in the soil… wasn’t thinking about cutting and allowing roots to come out of the top part. Will this work and leaves will grow from the stem?

That's possible. Your plant would look so much better if you peel the dead leaf-stumps off. Start at the bottom. I would definitely do that if hoping for new growth on the stem after cutting the top, so light can reach the stem.
