I'm assuming that you are meaning the radiant floor wire loops under a tile floor. They are designed as a floor warming system, not a room warming system. They aid the main home HVAC, but they do not replace it.

Most people do not want to upgrade the electrical service drop to their home, plus add a panel, just to heat their home. This is already a high cost item to install. That creates a huge unaffordability for the project.

Not always! This is a small room... 5' X 10'

anectdotal point - i have a similar sized bath with a small hydronic baseboard heater on the exterior wall, and we added electric radiant mats under the tile. Have had this for 2 years now. The electric radiant does actually warm the room a tiny bit, but i am glad we did not remove the baseboard - it is absolutely needed, especially during our cold New England winters.
