Trying to lower water pressure help

I'm trying to lower the water pressure in my house - think I found the bell shaped regulator. When i try to turn the screw at the top counter clockwise, the entire portion of A moves as opposed to only the screw moving. any thoughts on how to get this thing to move?

You have quite a bit of corrosion there, so you need to try an effective penetrating lubricant. This product has saved me a couple of times where others failed: Blaster 16-PB

I'm also guessing that you are only using one wrench...you need two: one to hold the base while the other turns the bolt head at the top.
