    It looks like a Verbena species, possibly a hybrid of Verbena urticifolia with another species that has more compact flower buds. Most hybrid combinations are documented and named, but we will need close ups of the leaves and stems to get an exact ID.

    Could also be a white flowered form of a species, or a white flowered form of a hybrid that normally has purple flowers. The flowers seem to resemble a white flowered form of the hybrid Verbena x deamii, but without clear photos of the leaves and stem, it's impossible to say. Also we need an exact location to narrow down the area where zone 8 crosses.
