Possible Leak in radiator pipe?

Looking to get some advice if I should replace this portion of the pipe or not. Not wet to the touch and no water currently dripping. This is a feeder pipe to one of my baseboard radiators.

Well, not sure what you are looking for, but, if you even think its leaking, then of course, it should be replaced.

@cat_ky . There just isn't any moisture on it currently and don't see any evidence of dripping on the floor.

You painted your basement and then this occurred. I would say that it is corrosion, and existed prior to painting, and it is just continuing. I would guess that there was once a dissimilar metal touching (e.g. strut/hanger/pipe or something) that was removed. How long the pipe has before a pinhole forms (if one hasn't already) or busts through is unknown.
