City water meter cut off always with mud. How to stop it

Whenever I need to cut off the water at the City's water meter, the lever is cover with mud. I have to get my neighbor to remove the excess around the turn off lever so we can use the "key" to turn it off. I recently was told that I can stop this by putting gravel down around the inside of the meter. Does this work? How much mud do you remove before putting the gravel down? And how much gravel? In the picture I have circle in red the cut off lever.

I'm not a plumber so I would contact the city water authority and see what they say about it. The excess mud probably indicates that there's a leak in your water supply.

For crying out loud go to big box, buy a 5 gallon bucket and a hand trowel like used to plant flowers. On a nice day when you have 15 minutes to spare,sit beside meter and scoop at least half a bucket,preferablly full bucket of dirt from around meter and dispose of it some place out of the way. Next time you need to turn meter off the valve will be exposed in plain sight.
