I am not a fan expert, but I an not aware of a residential ceiling fan having a ballast. It might be possible if it uses a fluorescent bulb. This fan looks like a Hampton Bay fan in Home Depot. You can purchase a new one for about $180. A quote to take down the old one and replace it with a similar one for $1000 seems a bit high in my opinion.

LOL. how long have handy men been in doing just that, get a good referal from a freind. Yess 250 an hour for an electrician, 500 for labor and time spent if they get the fan. IM not saying the price is inflated Im saying its not a hard job.
