That is not a British silver mark. The British marks are "punched" not etched in, and while the lion passant does indicate sterling, so does a leopard and a seated queen. 925-1000 dot com will tell you all about it. Your candles ticks are American....I am too lazy to look up the 'h" but i am sure you will find it under american silversmiths. They are not antique but probably could be called vintage.

"Weighted" tends to mean a very thin layer of silver over something else, like plaster. Thus, if they are dropped and the plaster cracks at the neck, they might not ever be straight again. The weight might just be in the base, with the actual silver a little thicker.

FWIW, those look very much like a pair of silver candlesticks my mom had - and yes, sadly, one was dropped and dented...
