I have a multi family that I just purchased and instead of a typical bulkhead exit from the basement they build an enclosed walk out with two poured concrete walls and a set of stairs. That does not have a finished door on it. There is tar paper and the deck above it but water continues to come in and it’s just such a poor Design. I had a contractor remove the railing in decking because it was all wet and rotted and to see what we’ve got to work with. And I’m thinking to either backfill that entire area and they have a classic bulkhead with a Bilco door from the basement. My contractor said he can ‘roof’ the deck area and then replace with decking and a railing around half the length because he is unsure of the integrity of the entire length if they were a lot of people on it. The other side, he would keep as roofing and slope the box-shaped headroom area, when you go down the stairs. My concern is that I may have tenants kids that will be climbing on the so-called roof area and damaging it or hurting themselves. I am on a tight budget, so I am wondering what the haps would be the most economical solution and if money was no object what would be the ultimate solution to keep water from entering that lower area. Disregard the balcony above. That is being torn down, and we built as a secondary egress on the other side of the building.
