Landscaping advice please

The condo association trimmed the trees, so we FINALLY have some sun, yay!. We have sodded this area twice and it just doesn't work plus there's no irrigation.
The problems : sandy soil, drainage from heavy rains, water flow (we can't change or fix-per HOA) we will have shaded intermittent sun, the landscape company uses riding mowers.
I'm wanting some color, something that doesn't require much maintenance ( this is a weekend home) and to help with the water flow from rains. This is a coastal south Georgia location. Think hot, humid , down pour rains in the summer, fairly dry mild winters. Looking out from the condo there are many camellias and azeilas. The water comes in from the parking lot to the left and the roofs ( roof rain tries to go into parking lot- we end up with a puddle) during rain, covering the walkway. As seen in the picture.
Any help and ideas appreciated. The budget is $3000 or less. We will do what work we physically can ourselves.
I forgot to mention the deer! Lots of deer, nightly.
Thank you!
