That could be 'Sweet Chariot', yes. Given that it's in Oakland that makes me think that's a very strong possibility (I imagine the concentration of Moore roses is greater in California because of the proximity to Sequoia Nursery).

Susan, Burling Leong attended the NCNH district conference earlier this year near Sacramento. I wanted to order some roses from her to bring to the show for me to avoid the shipping costs, and I went through the whole list of currently (at the time) available roses from Burlington while deciding which roses that I would like to purchase. If I was unfamiliar with it, I looked up the rose on Help Me Find. I had never heard of Baptiste Lafaye, but when I read the description and saw the photos, it fit the profile perfectly. It has the growth and bloom habit of a polyantha, and is the very rare fragrant one. I exhibited roses at 3 of my neighboring rose society’s spring rose shows in late April and May, and brought blooms from the plant and consulted with several judges and rosaríans to get confirmation of my ID.

I have a feeling Burling will be selling out of this rose In no time! @nippstress - zone 5 Nebraska, @Nippstress Nebraska z5 Appears to grow this . I would be curious how this does end zone 5.

Vaporvac - I used to grow Baptiste LaFaye in less than ideal conditions under an oak tree. It was a gentle growing plant that stayed knee-high and nothing like the glorious picture from the OP. I think in a better spot it would get bigger, but in my zone it's liable to grow low and wide like other polys. I think it survived several winters but got dried out from competition with the oak tree after a while.

I'd replant it though - the vivid color is worth it and it blooms regularly.

Thank you so much for that info. I am in love with the color. Of course you have different Black spot pressure than I. so maybe someone else Will pipe in in the future since this post has been resurrected. What a fabulous rose!
