Rebalancing the temperatures between basement and other floors

I have a basement and two upper floors. In the summer, the basement is always cold, the first floor is fine, and the second floor is a bit too warm. In the winter, the basement is still a little cooler, but it is pretty comfortable throughout.


I have an air return on each floor.


Closing some or all of the vents in the basement does not seem to do much for the second floor. However, if I keep too many closed, it will start to smell a little musty in the basement. If I open them back up, the smell goes away almost immediately.


Is there something I could do with the returns that will help balance things out?


Is there kind of strategy I could do with fans of some kind (box?) to help balance things out?
