Assuming you're in the U.S. or somewhere with 120v / 240v current ... then no, 120v devices cannot be directly connected to that 240v receptacle. You can perhaps hire an electrician to convert it to 120v.

No, you cannot plug regular household items into that outlet. If nothing else, you will find that nothing will plug into it. That's on purpouse for safety and function reasons. If you need an outlet for regular items, get in an electrician to put in the correct outlet and change out your fuse/breaker.
