Perfectly safe. Just a bit of russetting. You could cut off the scruffy bits, not because they'll hurt you, but because the texture may be a bit rough.

It is hard to tell some ppl are mean and sarcastic, i live in worst country in eu for food, there is highest inflation also, and many times fruits are spoiled etc. it gets a lot of attention even in news etc. it is big issue here so...

I moved to NE Alabama, uSA last June. We have an apple tree but not sure which species. I do energy work, so I decided to do the energy work on the yard and all the fruit trees (apple, peach, fig, muscadine grape and 2 pecan trees). Last year the apple crop was okay but not great. Japanese beetles tore up much of the fruit. There was lots of spotting and like you show, lots of black rot around the stem and bottom of the apples. We were able to core them and cut out the bad spots and they tasted okay.

This year, we had a bumper crop with about 35 gallons of apples. They were in MUCH better condition and only about a dozen apples were sacrificed to the Japanese Beetle gods. Many of the apples were easily 2 times larger than last year but many still had the black rot at core and bottom. There is heavy chemtrail spraying and HAARP activity in our area, which may be having an effect on the apples in terms of rot. As we did last year, core and cut but some of the black rot got deeper into the apple center and in some cases, destroyed the fruit from the inside out. The tree is done fruiting for the season but amazingly, there are about a dozen new blossoms and lots of new buds forming. I guess we'll see if I actually get fruit a 2nd time and if it affects next year's blossoming.
