I am not great with shrubs but possibly a variegated Cornus sp.

I had thought perhaps Cornus as well. But the plant is so dense and compact and incredibly leafy compared to any other variegated Corus I have encountered. And I would have expected it to show some pending fall color as well. Most shrub dogwoods here have either full colored up for fall or lost most of their leaves.

I'm just not sure.

Could it be a variegated Weigela? Probably need a closer up pic of a stem with leaf arrangement.

My first thought was a Hydrangea macrophylla.

Yes It looks like Hydrangea Macrophylla.

If a hydrangea, then it is a heavily pruned one. And the leaf arrangement doesn't look right. The whorls of leaves at the tip of the stems is off.

So it remains a mystery plant, it seems...

Spent some time zooming in and Im sticking with a mac. I think you can can see a few remnants of lacecap flowers and you can see inside to a few stems. Pehaps the plant was sheared after it bloomed.

Could it be a Daphne? Maybe Winter Daphne?

It is clearly not a evergreen so not a daphne. And the leaves have a slight serration as well.

I am not at all convinced of the hydrangea suggestion. There are very few variegated cultivars and they tend not to bloom profusely even in very hydrangea conducive climates....and zone 5/6 is not one of them. Also the variegation is not consistent with those I have seen. They have much more of a distinct, defined border.
