All over the house which looks like.........what?

Nobody has a clue from the pictures, what any room looks like in total, no clue the size of the dining room, or even the table size. No clue, other than somewhat dated honey oak cabinets, what the kitchen looks like, or what the island size might be.

What does..... " on a budget" mean? Does it mean 500.00 or five times that amount?

Really we need proper pics of the whole space and to start some idea of you furniture . Modern lighting can mean many things . Are you wanting better lighting too or just style? Post all pice here in comments DO NOT start another post. Show the whole space when taking pics.

For your downlights, you may only need to change out the light bulbs to LED bulbs. The size will depend on the diameter of your fixture. These are PAR bulbs. They have a better quality of light

You appear to have a long dining table, why not select a linear dining room fixture?

Could you provide more images of the dining room, living room, and kitchen? You might consider also updating the hardware in your kitchen, not just the lighting. Included here are a few images with many different lighting options for all your spaces. Once you add more images we can help more.
