They don't overwinter: they lay egg masses (usually on trees, but they can be on any vertical surface) which hatch in the spring. Google pictures, and if you see any, scrape them off and dispose of them.

We had huge numbers of them 3 years ago, and fewer and fewer since. This past summer I only saw a couple, so yes, they seem to peak in an area and then decline.
