Can you take a picture of your powder room so we can see the space, in case you are changing everything the sink, vanity that would also help to see what other materials you have in this space. I also wonder if you planned to do the walls and the floor with this tile. I will post some pictures with fun tiles so you can see some examples, and see if it looks like it's too much for you. I love how the tile you chose looks but I personally wouldn't do both the walls and floor in this tile.

Not too busy! You can envelop a powder room in patterns of different scales, with similar colors, and it all works as a jewel box. Look at how this Mario Buatta Kips Bay Showhouse uses black and white, together with COLOR, and other patterns.

Thing is, tile is pretty permanent. So be sure you really, really like it.

I plan on redoing the whole bathroom, new vanity, countertop and walls

I am doing something like this in my guest bathroom. It is VERY small. One sink and a tub shower combo with white subway tile with black grout. I’m starting to worry it might be a little much.

I think that because your bathroom is so small, the tile would be fine. On the floor. I would not put it anywhere else though and then I would do the other accents to complement it. Then you can always decorate with fun colors in your towels.

I think this tile will look amazing on the floor, what were you thinking for the walls? Would also love to see what you're getting for the vanity. If you want it a bold look for the powder room maybe you can take the blue from this tile and find the best match for the walls.
