Perhaps in a town like Prescott where there is a cooler winter. But check with your local horticultural cooperative extension. If not, there other varieties of ligustrum that are suited for warmer climes. Good luck!

It can grow over a foot a year if well maintained, but shearing it on the way up is important for dense growth, so count on 6" per year.
