Are you handy? I would use dramatic wallpaper to amp it up - if you google ”closet to bar transformation” - you’ll get lots of ideas

All I am seeing in storage for wine. You can put that in your basement. Make the closet functional.

Right when you walk in the door

You can organize bottles and supplies with built ins/organizers according to whatever the space allows, but since it's in your foyer, keep the door and keep it looking like a normal closet to people entering your home.

My last home had a wet bar with a closet just opposite. It had shelves that I put drinkware and fine china on and a space (about the bottom third) for wine bottles too. That house had two coat closets in the foyer and a large walk in utility closet (like a small mudroom with shelves/hooks) opposite the laundry room by the garage entrance so there was already abundant storage.

Mini bar makes it sound like you want to pour drinks, store glasses, have an open door. But, it seems this is more a booze storage closet you are after with a door that will stay closed, yes? Paint it a color you like, add more shelves for bottles, get good lighting. I don't get why a storage closet needs to look cute, but if you need more decor, get a rug/mat you like for the floor.

First thing we'd suggest is clearing out anything in the closet that is not bar related. Then look at removing the currently shelf and coming up with a solid plan on how you'd like to use the space. Since you already have a bottle holder, you might consider getting a countertop for it, wallpapering, and placing two or three shelves above it.
