It appears to be poison hemlock, Queen Anne's Lace doesn't get that tall. If it has purplish blotches on the stems it probably is poison hemlock and you shouldn't be touching it. It's toxic to people and animals.

I believe that the NPS site is incorrect when it states it is native to North America. Every other site I have found (mostly university and state ag sites) says it was introduced as a garden ornamental without the inclusion of North America as a native species.
