With a toddler and baby, it's going to look like an energetic young family's house, not a show house, for a few years. I suggest moving a few things out of the living room: the training potty, the laundry basket under the window, and any extra handbags or totes on the back of the door. I assume there's a reason why the curtains are knotted up, so let's skip over those. Your cat would probably be happier with the cat tree nearer to the window so the cat can look outside (trade cat tree with the bookcase).

When you have guests, you can move the baby toys and stroller to the kids' room for a few hours.

Is there no storage anywhere in the home? Is there a garage? Are there no closets at all?

You are correct that nothing "feels right"

The space is not large enough for two bulky sofas. If you have cats and babies, remove the curtains entirely.

I'm certain you are busy with little ones, but it will be VERY hard to help you until you clean up the obvious such as porta potty, corral the toys, and tidy/store as much clutter, vacuum cleaner coats, tote bags as possible and re post new pictures: )

The tv is on the wrong wall. That much is certain.

It would help if you could post a floor plan with all dimensions. First, overall measurements of the room. Then start in the corner and measure all the way around the room - careful not to miss any dimensions, doors, entryways. (Corner to window frame > window (include the frame of the window) > wall > you get the idea)

Is that a sloped ceiling? Post additional pics from each corner of the room to give a better idea.

List and measure all the furniture that is staying.

How many children and ages? You will need a designated area to "park" everything. This way it will force you to use one area for the "stuff", and not have to move it around all the time. We have all been there. The trick is to create "zones". It really helps for your sanity, too! ha

You might try reversing the layout in the living area. So place the sofa where the window and TV are, and place the TV over a console on the wall where the sofa is. You also might look at Roman shades for the windows so you don't need to lift them as you have in the images, and then declutter the space some and add storage if needed with a console under the TV and a storage coffee table.

Your furniture seems quite large for this small space, however, if you need to keep the furniture you might try flipping the TV and sofa. The sofa seems like it would work better on the wall where the sofa is and vice versa.
