Could just be a bad paint job. Not enough skill up to and including not using enough paint.

Could be walls should have been primed; they sucked up the paint. Not even a top tier paint can stand up to thirsty walls and scenarios like this adds to the argument that there's no such thing as self-priming paint.

Fixing is a matter of deciding what you want to do.

One more top coat properly applied might do it.

Might need two. Probably too late for primer to do anything significant.

Either way, have to do all the prep to paint it again so it makes sense to plan on needing two and stop at one if that's does it.

The substrate was not prepared properly for a good paint job. Honestly, it goes all the way back to the job the framers did when they framed the wall up. Then the drywallers did a meh tape and finish. And then it looks like nothing was ever primed properly.

If you want a good paint job, you have to be willing to pay for more than "a paint job". Rolling on color is 10% of the work when you have a wall like that. You will need to sand and skim and sand a bit first, to get it smoother. Then prime everything. Sometimes twice, with sanding between. This is where that angled light showing all the imperfections that you have will show all those imperfections.

A good paint job takes prep, which takes time, which takes money.

I paid a professional and had them come back. He repainted the area and blamed it on the furniture movers. 😡
I thought I would get quality for what I paid. Painter came highly recommended

That's a "$500 per room special" type of paint job. And that's exactly it. A paint job. It's all the details that come before painting that have to be done first, and that have costs beyond the mow and blow type of "paint guys". Just because you give someone money does not mean that they are a high level professional. The US does not have the apprentice/master system. Anyone can call themselves a painter. It's not even usually a regulated need a license type of contracting trade.
