If fencing or an energetic hyperalert terrier are not options, a putrescent egg based spray (with the extra constituent required for rabbit repulsion) is the best effective affordable option I’ve found. Concentrate is a much better value than a RTU formulation. I use Bobbex-R, but I think many companies produce very similar formulations.

My experience (roses): I find it very effective. Deer like new growth, especially buds. Rabbits eat growth they can reach or pull down to eat. I don’t spray entire bush, just what I believe to be at risk. This year I realized that all along I’ve been preparing it at half the ”strength” of what product instructions recommend, and it’s still been effective. If growth is rampantly rapid, I‘ll drop down from once a week to maybe q4-5 days. Summer heat slowdown: maybe every 9 days. I use a plain HD brand spray bottle - wide neck; about 28 oz capacity.
