Topping a locust tree

I have a towering black locust tree that has now dropped branches on a shed and two cars. It looms over the house. Enough is enough. I am having it cut down but still leaving a tall trunk which is shrouded in ivy and trumpet vine. But I am having second thoughts. Will it just send up new branches? What if I applied glyophosphate to the cut trunk? You can see I am trying to preserve the trunk but not regrow the damn thing. Or do I just have it cut down and be done with it?
