Whether or not I need a vapor barrier

live in the interior of British Columbia Canada where temperature in the winter months can easily be -20 degrees Fahrenheit or worse. Directly against my basement foundation wall, I plan to install 1/2 inch thick Foamular NGX C-200 XPS. Then tight against that, a 2x4 stud wall filled with Rockwool 3 inch thick unfaced Comfortbatt. Do I then need a poly vapor barrier between the studs and drywall? If not standard 4 mil poly, what about a smart vapor retarder like Certainteed Membrain?

What about all this -- is this the way to go?

If not, I very much welcome suggestions!
