I also don’t like lots of unused space above closet rod so I started hanging rods closer to the ceiling that I can still reach, leaving room below for suitcases, shoes, etc., if necessary, or with nothing on the floor.

Get some big, stackable bins and put out-of-season clothing in them.

My Mom's apartment had a similar space in all the closets. I added an extra shelf to all of them, for less-used items (out of season clothes, small suitcase, etc).

One thing to take into account when you put shelves up so high that they are at a level where there is a part of the wall in front of them, is that, it narrows the space that you have to manipiulate an item up onto that shelf. The part of the front wall above the closet door is that area that I am speaking of. So, of you put a shelf up that high it needs to be a narrow one so that you can actually lift something that high and slide it onto the shelf.

I lifted my orignal pole up to a higher level and added a lower one that just simply hangs from the original one and provides two levels of hanging. You can still do that without raising the original one, but the lower one sill sits quite low and you might find that it reduces the area on the closet floor under it.

I dislike wire shelving. So much stuff just falls through the spaces. I see no real advantage to it other than the fact that is lightweight and probably easier to market and easier home owner installation than a board shelf.
