Why is my Juliet cherry tree suckering like crazy!?

I would be most grateful if you guys can give me some advice on my Juliet cherry trees please!

I have 2 Juliet cherry trees which are about 4 years old now in my Zone 4a backyard in Edmonton, Alberta, Canada. They are both growing well. Last year, both had lots of cherries. This year, they bloomed heavily, but then interestingly, cherries are forming on one tree, but then hardly any cherry is forming on the other one. With the tree forming cherries, there is no suckering at all. However, for the one that is hardly bearing fruit despite the heavy flowering, it is suckering like crazy, and these things are popping up everywhere in the flower bed near and far! It is super annoying!

What is going on here? Does it mean that it has somehow decided to grow underground instead of producing cherries? Is it under stress? What can I do about this please?

Thank you in advance for your advice!
