How would i make a step so the drop isnt as bad?

From the pavers to the rock area? What is in the rock area that you'd want to go over there?

From the patio to the grass. its a little step now

I had a similar situation at our former home where the patio was abour 8” raised. Simply embedded a large flagstone into the grass as a step-off.

I like both your idea of regrading by adding topsoil, or Fnmroberts idea. If you create a stone step, look for something big enough it doesn't have cracks, and excavate a lot of soil between the soil and the deck and fill it with big, coarse gravel (1.5-3" size). The reason for this is you don't want things growing out of the crack between your patio and the step you put in. A third idea is to build a second but tiny deck/terrace that is one step down from your existing deck and one step wide.

So you want to add 1 step? I don't see the benefit since the grass isn't flat beyond 1 step. It also seems like an odd spot to step off unless you are going to the gravel area. And if you are going to the gravel area then I'd do steps all the way down to it.

Not sure what you are asking, step or steps? i had similar at a previous home, had steps added, very wide treads with short risers built so the steps down were gradual not steep, if that makes sense, wish I had a pic.
