No code for residential inground pool demo

My city requires a general work permit required for inground pool demo. Pool consistes of stainless steel sides, gunnite bottom, old cement decking alll the way around. They told me there are no codes/ordinances for pool demo. The clerk said they asked the city building commisioner and said its "suggested" that everything had to be ripped out, then it is inspected, then can be filled with dirt-unlike other communities that also accept partial demo then fill. I asked if this was written anywhere and they said no. This is a 40,000 gal pool being removed and it would be helpful to at least break up the gunnite bottom and leave some of it. (yes, I understand there are ways to do and not do this) . Doesnt the city need a code to be able to enforce an inspection requiring total removal? What are my options?
