If the work trucks had to rub against it....maybe they ran over the lower with tires and upsweep exhaust burnt the upper...just a guess

Overall the tree looks healthy...yes, you could snip the wounded parts out...

It sure looks like mechanical damage.

The lower part, you could wait until next summer to see if any dormant buds come and then cut aways the dead parts. If a branch section is completely brown, remove it.

The upper part does look like heat damage from an exhaust, and you could carefully cut off those dead ones, leaving any still green parts.

Spruce has a way of making new buds from living branches and will generally fill out again in a couple years.
