It all depends on the labor costs in your area. I'd start with pricing the lumber. There are plenty of web calculators for stuff like that.

How many linear feet of fence are you doing? I built my fence so never even got quotes but I’d find it hard to imagine a carpenter would give you a better price than a fence company. Particularly if you aren’t in a situation of reusing existing fence posts. If the linear feet isn’t substantial, a third alternative (assuming you and your circle can’t diy) is to possibly create the plans and try to find a handy man type or laborer and set him on it but can be tough to find such a guy. You will not get the nice, continuous look with panels. The slats will stop at the end of each panel and it will be difficult for each panel to line up exactly. The field constructed version might even be a little sturdier from the lapping of the slats.
