An odd placement for windows for sure IMO a rod hung maybe a foot above the window might work I cannot imgaine from the ceiling for sure it will look very odd .I think if you are buying this home a budget for a much larger window would be the top of the list It looks like that was abargain so it was installed with no thought to proportion. The angle of your camera distorted the view , happens often . Maybe for right now do roman shades only that might work better than drapes

I suggest as well about a foot above the window. You can replace the ceiling fan with lighting or if keeping a ceiling fan, replace for a more current style to coordinate with your decor. If that pendant in corner is in the right position perhaps it might work if lowered above a corner table.

It was a garage converted to a master bedroom that is now being used as a family room. The placement looks ascetically ok exteriorly but clearly not interiorly.

depends on what furniture will be in the space... I would hang them as high as possibe to help make the window appear taller, blinds on the windows and panels for softness.

Ceiling height would look silly. You are correct. I agree that 1 foot to 18” above the window trim would work. If you are trying to buy ready made draperies, then I would look at standard sizes and mock them up. If you are going custom, then it is your choice for height. But ceiling height with a gap of over 5’ between your trim and the ceiling would look really silly.

Fensterman your response doesn’t address the issue at hand, namely the very short squat windows. Placing shades on the bottom will only emphasize the poor proportions.

Agree with @Diana Bier Interiors, LLC - I would try faking the height with blinds, then add curtain panels
