composting in Los Angeles

I am a New Yorker working on my daughter’s lawn in southern California. I have a mountain of pulled weeds. In New York I’d let them rot on their own for a year and have usable compost, but I’m not sure what happens here. The only thing I can imagibe that’s different is the moisture, which can be added. I admit I see far less life in the soil - no bugs or worms. The city collects organic material and offers free compost. Is that what I should do?
