First qestion is, how deep did you plant them? The top of the tuber shoul be only 1 inch below the surface.

I planted them at the correct depth initially (about 12 years ago) and they have flowered profusely ever since but I do wonder if they have become increasingly buried as mulch has accumulated over the years.

Could be the mulch. Has overhead shade increased?

As others have posted, the size issue is probably due to planting depth or over accumulation of mulch.

As far as the withering.. is the soil moisture level appropriate? Has the irrigation drip line running by the plant been there for the whole 3 years?

No, amount of sunlight is pretty much the same. The hose in the photo is not actually a drip line, but a solid hose i can tap lines into to water specific plants, which the peony is not involved with. I appreciate the brainstorming though!

What do you think? Should i lift the rhizomes, divide and replant at an appropriate depth?

Are they anywhere near a black walnut tree? I had some deteriorate over the years that were too close, I dug them up and replanted them
