Two short cabinets (like those shown) will fit under the vent and light fixture. Add a clothes rod between short cabinets and the wall over the dryer. The tripping hazard vacuum will need to go somewhere else. Use the space between the washer and dryer for a trash can.

To get the right height for the cabinets, open the top loading washer to get the bottom height with some clearance. then stand with arm raised as if you were getting a detergent bottle. That height is the where the topmost (adjustable) shelf should go.

Look on Pinterest for some awesome ideas. I would build one of those boards/shelves that go on the top of the dial area of the machines to cover that gap. The top loader will clear it because it doesn't stick out much beyond the dials. Then put upper cabinets with doors above it. At least a few supplies of cute decorations can go on that wooden ledge.
