You're right - it's clearly not Carding Mill but likely another Austin. Could it be Golden Celebration? It has those big double blooms and pretty exuberant flowering power like you show.

I have grown Golden Celebration since about 2009, and it's still going strong as a nine foot free standing rose that could also be a climber. This is despite a hard pruning in spring. The blooms are a golden yellow, and the growth habit is definitely not like a floribunda's. Your rose is gorgeous, but I'm not sure what it is. The growth habit really has me puzzled.

Diane, so beautiful.. I always love seeing your happy roses. I am growing golden celebration too but that seems to have much more orange to the yellow than this one. Or maybe gold.

@BClark, I think based on flower form, it could be Golden Celebration. Mine can have clusters of blooms like a floribunda a central flower that opens first and then three others around it. However, I concur with Diane, GC’s growth habit is not floribunda-like. GC’s fragrance is citrusy. Perhaps take note of how the buds and new growth appear for further support of ID.

I am going to guess charles darwin, partly because charles is closer to carding alphabetically, so more likely to get mixed up, but also has flowers that open very bright yellow, fade to cream, and they advertise a fragrance "varying between soft floral Tea and pure lemon ".
