You have the perfect windows for cafe curtains! You could go with the ones that are about 2/3 the length of the windows. Each window would have its own curtain. You could get the light from above but have privacy on the bottom. If you opt for curtains on rings they can easily be opened and closed.

Cellular shades give you top-down bottom-up flexibility.

Just behave yourselves in that room and go with no window treatment.

Seems like you already have an outside version of cafe curtains, the fence. Will you have plants or decorative something there? Perhaps roman blinds are all you need.

You might look at doing the same type of Roman shades on all of the windows and skipping curtains. It might look a little something like this:
