A roman shade can be done with blackout fabric. Your picture isn't all that clear so I'm not sure if you'd be able to install in inside the frame or not, might had to be over the frame.

I would aim to downplay those small low windows, other than allowing in fresh air they really don’t seem to offer any type of view. Cover the glass only with a dark window film. They are not design features.

I had a bedroom back in the day with one tiny window much like pic #1. We saw no reason to do any sort of window covering but I was 11.

I would install shutters.

For sure not shutters in a tint space . The low window needs nothing it allows air flow that probably is amust . The other something simple like a blind that can be as si ple as solar shade or a nice roman blind to go with the bedding .

We will have a full bed and small nightstand, small dresser. was hoping to have some kind of light blocking window treatment for sleeping guests

They are so small I wouldn't worry about light blocking. Just a frosted or lacelike film on the tiny one. Simple shade or sheers on the other for privacy.
