Yes it can although I prefer to do this in fall. I'd just cut it to the ground now - mark where it is and plan to transplant in mid-September when rainfall is reliable. Although these are drought tolerant and going dormant you don't want the roots/crown to dry out after transplanting - and there's a risk of that in summer unless you have irrigation.
