They just won't stop!

I've been gardening for almost 60 years and growing perennial bunching onions for close to 30. Managing these onions is pretty simple; in early spring they want to flower, so I just cut off the flower stalks when they're about to open and they quit trying. But this season, they're still trying to flower. The flower stalk of course is hard and not edible and it seems that with all the plants' energy going into trying to flower, they're not spinning off more "scallions." Here it is nearly July--and hot, hot, hot, and I'm still cutting off flower stalks--and not being able to harvest much at all from my patch.

Any thoughts?
