Since the home is new, the first thing to check are the filters in the duct system. There's a good chance the filters didn't get changed at completion of construction. If so, a simple filter change may do the trick. If not, I'd contact your builder and let them know the noise level is objectionable.

The overly loud blowing noise may also be the result of:

1. Undersized ducts

2. Oversized equipment

You may be able to reduce the speed of your blower to reduce the noise somewhat, but don't overdo it - get a competent HVAC guy to do this.

You could add 3.) Improper selection of grills, to the above list. Check the simple stuff first. If that doesn't work, the OP's first call should be to the builder with whom they have/had a construction contract.

There may not be an explicit noise standard in the OP's local building code, but most statewide codes are adaptations of the International Residential Code (IRC.) The IRC (section M1601 Duct Construction) requires that ducts be designed according to ACCA manual D, the appliance manufacturer's instructions or other approved method. If so designed, noise should not be an issue. Ask to see the Manual J, S, D, and T design reports.
